This mission requires you to progress the Institute section of the story, which has you working with Father. You’ll unlock this quest once you complete Road to Freedom, which tasks you with locating the Railroad. You will be granted the title of Railroad Agent after completing the quest Tradecraft with Deacon. You will have to betray the Railroad so make an extra save file if you’re trying to get all achievements in one run. This trophy/achievement will pop after completing this Brotherhood of Steel mission. This trophy/achievement will pop after completing this Brotherhood of Steel mission, no matter which outcome occurs. You do this by heading to the Cambridge Police Station in the northwestern part of the map. This is another Minutemen quest that you will only unlock after completing a few tasks for Preston.
This is currently the only way to obtain the oar in a playthrough.Continue to do quests for Preston until you unlock this Minutemen quest. 
Select "Oar only" in the challenge list when starting a new game. A Gun or Crossbow will deal 100% Strike damage when paired with the Oar weapon. A Crossbow or Gun can be used during the Oar Only challenge (may be a bug because the challenge does not permit the use of any other weapon and even doesn't allow you to block with shields). 
This weapon can only be used 2-handed until you unlock Pikeman Class 1 in the skill tree. 
Deals 100% Strike damage despite being classified as a poleaxe.
